Dye Testing and Camera Lateral Inspections
The Camera Lateral Inspections Ordinance went into effect on January 1, 2025. If you are in the process of selling a home in Bethel Park, you must first perform a dye test and camera lateral inspection on your property before any deed is transferred. You can call 412-831-6800, ext. 205 or email cbelback@bethelparkpa.gov to request the forms. Sellers must
hire a National Association of Sewer Services Companies (NASSCO) certified contractor to conduct the camera lateral inspection, and the plumber must be registered through the Health Department. Please submit all paperwork, and lateral videos to dyetest@bethelparkpa.gov
The municipality charges a $50.00 dollar processing fee. The dye test and camera lateral inspection must be completed 21 days prior to closing or deed transfers. Please perform these tasks early in your selling process in case there is a repair that needs to be addressed. A deed cannot be transferred until all repairs are completed
and passed inspection.

WHEN DO I NEED A DYE TEST & CAMERA LATERAL INSPECTION?
All commercial and residential property deeded or sold in bethel park municipality requires
a dye test and camera lateral inspection to be completed (if one has not been performed
and certified with in the last two years) A $50.00 dollar processing fee is requires before the
dye test and camera lateral inspection can be issued and the address released to Keystone Collections Group. An occupancy inspection is not required.
WHY DO I NEED A DYE TEST & CAMERA LATERAL INSPECTION?
You need a dye test to confirm that there’s no infiltration and inflow entering the Municipalowned Sanity Sewer System.
You need a Camera Lateral Inspection to uncover and to pinpoint hidden issues like cracks
blockages, root in trusion and corrosion in your sewer line.
WHO CAN PERFORM A DYE TEST & CAMERA LATERAL INSPECTION?
Dye Test must be performed by an Allegheny County licensed Plumber.
Camera Lateral Inspection must be performed by A NASSCO (National Association of
Sewer Service Companies) Certified Plumber.
WHAT HAPPENS WHEN A DYE TEST & CAMERA LATERAL INSPECTION IS DONE?
The licensed plumberwillcheckthe location ofthe downspouts, driveway drains, yard
drains, etc., to verify that they aren’t entering into the sanity sewer system. The plumber will
need access to the dwelling to verify where sump pumps exit the dwelling and locate the
fresh air vent to ensure that it’s not receiving groundwater. Not having a fresh air vent is not
a violation, however video proof will be needed to show that no fresh air vent exists.
HOW DO I GET A DYE TEST & CAMERA LATERAL INSPECTION PAPERWORK?
Please call (412) 831-6800 ext. 205 to request the dye test and camera lateral inspection
paperwork. There is a 48-hour turnover for all paperwork so please schedule accordingly.
Notice: Municipal engineer must be present on all commercial properties when performing
the dye test and camera lateral inspection, please follow the instruction on the forms
provided.
WHAT IF MY PLUMBER FINDS A VIOLATION?
Violations must be corrected prior to the sale of a home or business. The NASSCO Certified
plumber will be the one to make the call on what is a pass or failing regarding the Camera
Lateral Inspection. A Municipal Building Code Official must be contacted to inspect and
sign off on the Dye Test certifying that the issue has been corrected. If the violation cannot

WHAT IF MY PROPERTY WAS DEEDED OR SOLD WITHOUT A DYE TEST & CAMERA LATERAL INSPECTION?
Property owners who’ve already deeded or sold their property without a Dye Test or Camera
Lateral Inspection being completed, passed and certified by the Municipality will receive
notification via official letter that a Dye Test and Camera Lateral Inspection is required.
Non-compliance will result in a citation being issued by the Municipality.
