The Camera Lateral Inspection Ordinance went into effect on January 1,2025 If you are In the process of selling a home in Bethel Park, you must first have a dye test and camera lateral inspection done. You can call 412-831-6800, ext. 205 or email www.cbelback@bethelparkpa.gov to request paperwork. Sellers must hire a National Association of Sewer Service Companles-certified contractor to conduct a video inspection. Please return the paperwork and a copy of the video from the plumber via email or by dropping off at the municipality. You can go to NASSCO.org for a list of certified plumbers to do the camera inspection. The plumber must be certified through the health department to conduct the dye test. The dye test and camera inspection are good for 2 years. The municipality charges a $50.00 processing fee. Jordan Tax Service requires 7-10 business days for processing after their $55.00 processing fee has been paid for the no lien and tax certification on the property. The dye test and camera lateral inspection need to be completed 21 days prior to the closing or deed transfers. WHEN DO I NEED A DYE TEST INSPECTION?
All commercial and residential property deeded or sold in Bethel Park Municipality requires a Dye Test to be completed (if one has not been performed and certified within the last two years.) A $50 processing fee is required before the Dye Test Certification can be issued and the address is released to Jordan Tax Service. An occupancy inspection is not required.
WHY DO I NEED A DYE TEST
You need a dye test to confirm that there’s no infiltration and inflow entering into the Municipal-owned sanitary sewer system.
WHO CAN PERFORM A DYE TEST?
Dye Tests must be performed by an Allegheny County licensed plumber.
WHAT HAPPENS WHEN A DYE TEST IS DONE?
The licensed plumber will check the location of the downspouts, driveway drains, yard drains, etc., to verify that they aren’t entering into the sanitary sewer system. The plumber will need access to the dwelling to verify where sump pumps exit the dwelling and also locate the fresh air vent to ensure that it’s not receiving groundwater. Not having a fresh air vent is not a violation, however, video proof will be needed to show that no fresh air vent exists.
HOW DO I GET A DYE TEST PACKET?
Please call 412-831-6800, x0 to request the Dye Test packet of information. There is a two-business day turnaround for the Dye Test packet of information to be prepared, so please plan accordingly.
Notice: Municipal engineering staff randomly perform inspections with the licensed plumber present to ensure compliance. If your Dye Test packet indicates your property needs Bethel Park staff present, follow the instructions provided in the letter.
WHAT IF MY PLUMBER FINDS A VIOLATION?
Violations must be corrected prior to the sale of a home or business. A Municipal Building Code Official should be contacted to inspect and sign off on the Dye Test form certifying that the issue has been corrected. If the violation cannot be corrected prior to the sale, please call the Municipality for more information.
WHAT IF MY PROPERTY WAS DEEDED OR SOLD WITHOUT A DYE TEST?
Property owners who’ve already deeded or sold their property without a Dye Test being completed, passed and certified by the Municipality will receive notification via official letter that a Dye Test is required. Non-compliance will result in a citation being issued by the Municipality.
